Chairman of the Provincial People's Committee Le Van Dung requested agencies, units and localities with low public investment disbursement rates to propose drastic solutions to speed up disbursement progress in the last months of 2024. At the same time, seriously review, clarify the causes, and determine the responsibilities of related individuals and groups.
Speaking at the Conference on Disbursement of Public Investment Capital in 2024 and National Target Programs held on the morning of October 18, Chairman of the Provincial People's Committee Le Van Dung emphasized: "Disbursement of public investment capital is an important and urgent task for the development of the province. Public investment leads private investment, low disbursement rate will lead to economic backwardness".
At the conference, 18 districts, towns, cities and representatives of provincial-level project investors proposed solutions and specific commitments on time, disbursement progress as well as repayment of public investment capital due to inability to implement.
To speed up the disbursement progress and achieve the target assigned by the Prime Minister, Chairman of the Provincial People's Committee Le Van Dung directed the implementation of 8 groups of tasks and solutions, in which, Party committees and authorities at all levels should strengthen monitoring and regularly evaluate the disbursement progress of key projects to promptly handle and remove difficulties and obstacles. Strengthen the mobilization of the masses to effectively carry out compensation and site clearance work. Proactively inspect, review and evaluate the disbursement capacity of each project with low disbursement progress to propose adjustments to the capital plan for projects that ensure volume and can be disbursed immediately after receiving additional capital sources within each unit.
Chairman of the Provincial People's Committee Le Van Dung emphasized: "Industries and localities need to grasp the situation of capital debt repayment, need to have measures to handle construction contractors, and terminate contracts when projects are still unfinished. Functional departments and branches need to strengthen control of construction material prices, detect and strictly handle cases of speculation and tax evasion."
To solve the shortage of construction materials, the Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to urgently dismantle and support localities in completing procedures to clear soil and sand mines to serve and speed up the construction progress of works and projects in the province.
