On the afternoon of October 11, in Quang Nam, Working Group No. 1 of the Government led by Politburo member - Deputy Prime Minister Nguyen Hoa Binh had a working session with localities: Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh to inspect, urge, remove difficulties and obstacles, and promote public investment in 2024.
On the side of Quang Nam provincial leaders, there was the participation of an alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet, Chairman of the Provincial People's Committee Le Van Dung and representatives of the provincial departments and branches.
At the meeting, the localities pointed out the difficulties and obstacles that affect the progress of the disbursement of public investment capital in 2024. In particular, most localities encountered difficulties and obstacles in site clearance work; the project management capacity of the investor and the project implementation capacity of the contractor when winning the bid are still limited, leading to delays compared to the plan; difficulties in completing investment procedures according to specialized laws, project bidding; the real estate market situation has many fluctuations, so the plan to organize auctions and collect land use fees in localities is still slow to implement or cannot be implemented; etc.
Reporting at the working session with the Deputy Prime Minister, the Chairman of the People's Committee of Quang Nam province, Le Van Dung, said: To speed up the disbursement progress, the province has directed strongly, that the entire political system is involved. The People's Committee of Quang Nam province has established 05 working groups to inspect, urge, remove difficulties and obstacles, and promote the disbursement of public investment capital and the Program for Economic Recovery and Development - society in 2024. In addition, advise, review, and implement capital transfer for ineffective and slow-progressing projects. Up to now, the province has transferred 448 billion VND from projects without volume to projects with volume. Chairman of the Quang Nam Provincial People's Committee Le Van Dung also explained in detail the reasons for the unallocated capital and the low disbursement rate.
At the meeting, Chairman of the Provincial People's Committee Le Van Dung also made a determination to Permanent Deputy Prime Minister Nguyen Hoa Binh that from now until the end of the year, Quang Nam province will disburse 95%.
Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged the recommendations and proposals of localities and assigned ministries and branches to receive recommendations in their fields of responsibility to promptly have appropriate solutions. In particular, he noted issues related to land prices, fluctuating construction material prices, etc.
Permanent Deputy Prime Minister Nguyen Hoa Binh also shared the difficulties in the disbursement of localities, especially Quang Nam and Quang Ngai provinces when there were fluctuations in personnel organization.
The Deputy Prime Minister hopes that localities will be more determined and work with the Government to complete the target of disbursing 95% of public investment capital.
