Quang Nam Province National Assembly Delegation meets with voters in the Education sector

On the morning of October 19, the National Assembly Delegation of Quang Nam province met with voters and had a dialogue with managers, teachers, and workers in the education sector. Chairman of the Provincial People's Committee Le Van Dung, Head of the National Assembly Delegation of Quang Nam province Duong Van Phuoc, Deputy Head of the National Assembly Delegation of Quang Nam province Duong Van Phuoc chaired the meeting.

Attending the meeting were Vice Chairman of the Provincial People's Council Nguyen Cong Thanh, Vice Chairman of the Provincial People's Committee Tran Anh Tuan, leaders of the Standing Committee of the Provincial People's Council, Provincial People's Committee, Vietnam Fatherland Front Committee of the province; representatives of departments, branches, sectors, People's Committees of districts, towns and cities.

Reporting at the meeting, Mr. Thai Viet Tuong, Director of the Department of Education and Training of Quang Nam province, said that in the 2024-2025 school year, the province will have 725 public schools with 354,403 students and 70 non-public schools with 27,260 students. To date, the number of cadres, teachers and employees in the whole sector is 27,165 people.

Mr. Tuong proposed that the Provincial Delegation of National Assembly Deputies recommend the National Assembly, the Government, and central ministries and branches to pay attention to and amend a number of contents such as: The salary of staff working at schools is still low, there is no allowance regime outside the salary coefficient according to the grade; propose to increase the salary for staff working at schools; the salary policy for managers, teachers, and employees working in mountainous, remote, isolated and island areas is still low, not attracting a team to stick together and work long-term.

At the conference, there were 17 opinions from voters representing high schools, the Department of Education and Training, and the People's Committee of Tam Ky city, pointing out the shortcomings and limitations in the implementation of mechanisms and policies of the Central and the province.

There are opinions that staff should not be reduced in mountainous areas and ethnic minority areas; staff reduction is not suitable for the education and training sector because "if there are students, there will be teachers" while the locality is still lacking. Voters are concerned about the transfer of civil servants to work at the Department of Education and Training because the staff is too small and there are not enough workers...

Explaining the related recommendations, Mr. Luu Tan Lai - Deputy Director of the Department of Home Affairs said that the education team is still lacking compared to the scale of schools and classes and currently the Department of Education and Training and related units are drafting a draft to adjust Decision 2428 of the Provincial People's Committee.

The Provincial People's Committee has issued a decision to decentralize the management and recruitment of teachers, assigning localities to proactively implement and in fact, localities have implemented quite well, so far 9 districts and cities have developed approved recruitment plans. Regarding the mechanism to retain teachers in mountainous areas, the Department of Home Affairs is coordinating to develop a project and advise the Provincial People's Council by the end of 2024.

Regarding the issue of seconding officials to work as civil servants, Mr. Lai admitted that the staff of the Department of Education and Training is still low and cannot meet the work requirements; in the coming time, he will advise the Provincial People's Committee to decide on the secondment.

Speaking at the conference, Chairman of the Provincial People's Committee Le Van Dung, Head of the Provincial National Assembly Delegation, agreed that textbooks must support ethnic minority students but pay attention to practicality and effectiveness. Similarly, the province has a policy of exempting tuition fees but not reducing the budget and ensuring school operating costs.
