Ensuring the smooth operation of information systems in two-level government
On the afternoon of June 24, Deputy Prime Minister Nguyen Chi Dung chaired an online meeting to deploy solutions to review, evaluate, upgrade, and develop information systems to serve the direction, administration, and service of people and businesses to meet the requirements of arranging administrative units according to the new model.

Attending the Quang Nam bridge point were the Vice Chairman of the Provincial People's Committee Ho Quang Buu, and leaders of relevant departments and branches.
The report at the meeting showed that currently, the information system platform for handling administrative procedures of 34 provinces and cities nationwide has four selected enterprises providing services. For the Document Management and Administration System and the National Online Meeting System, there are five units provided.
For the Data Integration and Sharing Platform, there are six enterprises providing and the Reporting Information System has five enterprises providing. Which, Vietnam Post and Telecommunications Group (VNPT) is the unit providing services to most provinces and cities with about over 60%.
At the meeting, the enterprises committed to be ready to coordinate with localities to complete the service configuration before June 27, 2025, and support the implementation after July 1, 2025.
Deputy Prime Minister Nguyen Chi Dung emphasized that to ensure the effective implementation of the 2-level local government model, without causing disruption or interruption to the management and service work for people and businesses, the progress from now until July 1 cannot be adjusted.
In that spirit, the Deputy Prime Minister requested the leaders of ministries, branches, and localities to thoroughly grasp several contents. First of all, the heads of ministries, branches, localities, and comrades assigned as focal points for implementation must be responsible to the Central Steering Committee and the Government Steering Committee for ensuring the unity, synchronization, continuity, and stability of information technology systems. In particular, not to interrupt the provision of public services to people, businesses, and state management activities of governments at all levels before and after the time of reorganization.
Each work milestone and each system must have a detailed plan, clear assignment, strict control, ensuring "6 clear" (clear people, clear work, clear responsibility, clear progress, clear results, clear authority). At the same time, promptly ensure funding and mobilize the participation of information technology enterprises to implement urgent and breakthrough tasks; ensure information security and confidentiality.
