Chairman of Quang Nam Provincial People's Committee directs to resolve the petition of Duy Hai commune citizens related to the land

On the morning of May 21, Chairman of Quang Nam Provincial People's Committee Le Van Dung chaired the regular citizen reception in May 2025. Attending the reception were representatives of the leaders of relevant departments, branches, and sectors, and Duy Xuyen District People's Committee.

At the reception, Mr. Nguyen Tan Mai (born in 1961, residing in An Luong village, Duy Hai commune, Duy Xuyen district) presented the content of the complaint that has lasted for many years related to the fact that Duy Xuyen District People's Committee did not return the Land Use Right Certificate (LURC) and did not re-recognize the land use right for plot No. 109, map sheet No. 01, area of ​​1,026 m², which was granted LURC No. E0461391 since February 17, 1995. Mr. Mai said that his family's land was subject to clearance and relocation due to the risk of landslides in 2000, and was then arranged for resettlement. However, the old land plot has been solidly embanked, there is no longer a risk of landslides, and his family is currently managing and using it stably.

Mr. Mai said that although the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) has provided specific instructions in Official Dispatch No. 2129/STNMT-QLDD dated December 25, 2018 and Official Dispatch No. 233/VPĐK dated June 28, 2018, the Duy Xuyen District People's Committee still did not implement it, while it had resolved the issue for 16 surrounding households in similar situations.

The representative of the Department of Agriculture and Environment of Quang Nam province affirmed that there have been specific instructions and requests for the People's Committee of Duy Xuyen district to inspect and verify the current status of land use, and at the same time propose to prioritize the settlement for the remaining four households in the area that have stabilized, including the case of Mr. Nguyen Tan Mai.

Vice Chairman of Duy Xuyen District People's Committee Dang Huu Phuc said that the district has repeatedly reviewed and handled resettlement land cases related to landslide areas. In particular, the cases of Mr. Mai and the remaining 3 households will be separated for early settlement if they meet the prescribed conditions. The delay is partly due to the district conducting a general review of 397 related cases throughout the area, many of which are complicated and overlapping.

After listening to opinions at the meeting, Chairman of the Provincial People's Committee Le Van Dung concluded that the case has dragged on for too long, affecting the legitimate rights of the people. Mr. Le Van Dung requested the People's Committee of Duy Xuyen district to urgently complete the dossier, carefully review the current land use status of Mr. Mai and the remaining 3 households, ensuring compliance with regulations, fairness and transparency. The deadline for final settlement is required to be completed before June 10, 2025.
