Discussing and giving comments on the draft Resolution replacing Resolution 43 on regulating social assistance levels for disadvantaged subjects
On the afternoon of October 9, Vice Chairman of the Provincial People's Committee Tran Anh Tuan chaired a meeting with the Department of Labor, War Invalids and Social Affairs, relevant Departments, Boards, and Branches to evaluate the content of the Resolution replacing Resolution 43 dated December 8, 2021, of the Provincial People's Council.
Reporting at the meeting, the Department of Labor, War Invalids, and Social Affairs proposed options for consideration and submission to the issuance of a new Resolution replacing Resolution No. 43 dated December 8, 2021, of the Provincial People's Council, which regulates social assistance standards for social protection subjects and other disadvantaged subjects in the province.
Accordingly, there were 2 options proposed at the meeting. Option 1: implementation cost of over 94.4 billion VND. This option proposes to maintain the provisions on subjects in Clause 2, Article 2, Resolution 43, in which point f stipulates 42 names of serious illnesses, not including similar diseases (according to regulations of the Ministry of Health) to be supported. The advantage of the option is shown in the point that social protection subjects, disadvantaged subjects of the province with serious illnesses, regardless of severity, with low or high treatment costs, all enjoy the same policy. Meanwhile, in option 2, the implementation cost is reduced by about 71.2 billion VND, here the policy beneficiaries are limited, focusing only on groups of subjects with serious illnesses such as cancer, kidney dialysis, and organ transplants, creating conditions for budget balance. In addition, the options also propose some changes in the scale and level of policy support for subjects in the community, care, and nurturing at social assistance facilities.
At the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan and representatives of relevant departments and branches discussed important contents stipulated in the 02 options proposed by the Department of Labor, Invalids and Social Affairs. Vice Chairman of the Provincial People's Committee Tran Anh Tuan affirmed that this is a policy to secure the people, with profound humane meaning. Therefore, it is determined to choose option 1 to not disturb people's thinking, showing concern for the poor, the weak, those with serious illnesses, etc in society. Even though the budget is increased, this spirit must still be implemented.
Accordingly, Mr. Tran Anh Tuan requested the Department of Labor, Invalids and Social Affairs to urgently complete the draft resolution, collect opinions from relevant agencies, submit to the Provincial People's Committee for consideration, and ensure submission to the next session of the People's Council.
