Chairman of Quang Nam Provincial People's Committee Le Van Dung periodically meets citizens in September

On the morning of September 20, the Chairman of Quang Nam Provincial People's Committee Le Van Dung held a regular citizen reception in September. Representatives of relevant departments, boards, sectors, and localities attended.

At the citizen reception, Mr. Vo Van Thien, residing in Da Nang City, petitioned on the case related to Judgment No. 79/2019 dated November 28, 2019, of the People's Court of Quang Nam Province between Mr. Thien and Chi Thanh Company regarding real estate transactions at the projects of Urban Area No. 6 and Urban Area No. 11 in Dien Nam, Dien Ngoc - Dien Ban Town, invested by Chi Thanh Company. Although the judgment has been in effect for nearly 5 years, he has not yet received the property returned by Chi Thanh Company. Mr. Vo Van Thien petitioned the Provincial People's Committee to soon issue a document directing the resolution of the prolonged case, affecting his rights. At the same time, the Provincial People's Committee is requested to direct the resolution of the issue of the enforcement agency freezing the account of Notary Office No. 1 with an amount of more than VND 436 million at the State Treasury from November 10, 2022, to date, but has not yet organized the enforcement of the judgment for him.

Responding to the request of Mr. Vo Van Thien, Chairman of the Provincial People's Committee Le Van Dung agreed to assign the Civil Judgment Enforcement Department of Quang Nam province to seize assets related to Chi Thanh Company to promptly enforce the judgment. At the same time, the Department of Planning and Investment of Quang Nam and related agencies were assigned to monitor, inspect, and advise the Provincial People's Committee to take measures to handle the case by legal regulations.

Chairman of the Provincial People's Committee Le Van Dung also assigned the Department of Justice to study, consider, and ask for the Ministry of Justice's opinion on adjusting measures to handle responsibilities for violating notaries and promptly advise the Provincial People's Committee to have a handling plan.

Also at the citizen reception, the Chairman of the Provincial People's Committee, Le Van Dung, and representatives of relevant departments, agencies, and sectors had a meeting with 3 parties related to the projects of An Duong, Dai Viet, and Phuoc Nguyen Companies. Here, Mr. Bui Hong Hanh, residing in Da Nang City, representing the group of citizens, made a request: Previously, the group of citizens had signed a land purchase contract from 2017-2018 and had paid up to 95% of the contract value. However, up to now, the citizens have not yet received the land use right certificate. Mr. Bui Hong Hanh requested the Provincial People's Committee to promptly direct the resolution of the issue to ensure the rights of the people.

Responding to the request of the group of citizens, the Chairman of the Provincial People's Committee Le Van Dung shared the concerns of the people. At the same time, he acknowledged that An Duong Company had the goodwill to coordinate with the parties to resolve the matter. However, this is a case with many complicated factors leading to a prolonged period and not yet handled. The Chairman of the Provincial People's Committee requested An Duong Trading and Service Company Limited to promptly complete the procedures and obligations related to the project to soon issue land use right certificates to the people. Assign the Department of Natural Resources and Environment to work directly, guide and urge An Duong Company to complete the related contents and obligations, gradually resolve difficulties, and ensure the rights of the people. People's Committee of Dien Ban town coordinates with An Duong Company to carry out compensation and site clearance work by regulations, strengthen the management of construction orders, and prevent expansion, encroachment, and illegal construction in the project area. Relevant agencies monitor and urge the Company to fulfill its obligations by the law.
