Chairman of Quang Nam Provincial People's Committee Le Van Dung dialogues with officials and civil servants of the Natural Resources and Environment sector, discusses many hot issues on land

On the morning of September 14, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial National Assembly Delegation Le Van Dung chaired a dialogue conference with officials, civil servants, and public employees of the Natural Resources and Environment sector. The conference was held online in 18 districts, towns, and cities.

Also attending were the Standing Vice Chairman of the Provincial People's Committee, Phan Thai Binh; the Vice Chairman of the Provincial People's Committee, Tran Nam Hung; the Director of the Department of Natural Resources and Environment, Bui Ngoc Anh; representatives of relevant departments, boards, and sectors.

In the spirit of the direction of the Chairman of the Provincial People's Committee Le Van Dung, the Department of Natural Resources and Environment and localities focused on discussing and proposing solutions to overcome the shortcomings and difficulties of the sector in the past time, in which the most prominent ones are: Difficulties in policies on land and other fields (investment, forestry, minerals) are not synchronized, still overlapping; The implementation of the project to build a land records system and land management database in the province and the project to measure, establish land records, and issue forest land use right certificates in 09 mountainous districts in the province is quite large and has been very slow; Land recovery, compensation, and site clearance in many localities are still delayed. Representatives of districts, towns, and cities have also recommended that the Department of Natural Resources and Environment and the Provincial People's Committee consider and resolve several issues, such as Issuing procedures for adjusting land changes; strictly managing the issuance of land use rights certificates; reviewing and unifying the use of a land database system; establishing a team to monitor procedures related to the Natural Resources and Environment sector, especially in land-related procedures; opening training courses to improve professional skills for sector officials; guidance on handling land records for citizens according to the new law; etc.

Speaking at the conference, the Chairman of the Provincial People's Committee Le Van Dung acknowledged the efforts of cadres, civil servants, and public employees of the Natural Resources and Environment sector in performing their assigned tasks. To surmount the shortcomings raised at the conference, the Chairman of the Provincial People's Committee Le Van Dung requested the Natural Resources and Environment sector be determined to improve the organizational structure, create more favorable conditions for work, and prevent harassment; at the same time, have a rotation mechanism for each locality at the appropriate time.

Strengthen inspection, request the police to investigate if there are signs of violations in the land sector of a personal nature, harassment, causing difficulties for individual gain to strictly handling violations.

At the same time, coordination must be close and smooth; identify people, clearly identify tasks, and avoid the situation of pushing and shoving, affecting the rights of the people.
