On the morning of August 23, the Chairman of Quang Nam Provincial People's Committee Le Van Dung, and representatives of relevant Departments, Boards, and sectors had a regular citizen reception in August 2023.
At the citizen reception, Ms. Nguyen Thi Nhu Phuong, residing in Group 4, Thinh My Block, Cam An Ward, requested to resolve the issue of dividing her family's land plot. It is known that Ms. Phuong's family's land plot belongs to the green tree line project area of DT.603B Lac Long Quan Street, Cam An Ward, Hoi An City. Previously, the Hoi An City People's Committee also organized a meeting with investors to find a solution to ensure the rights of the people. The project investor said the Company has not yet secured funding to implement the project. On that basis, Hoi An City proposed that the Provincial People's Committee consider not yet implementing the resettlement compensation and allow citizens to repair and renovate their houses and exercise their rights as land users according to regulations.
Responding to the proposal of Ms. Nguyen Thi Nhu Phuong - Chairman of the Provincial People's Committee, Le Van Dung agreed with the above proposal of the Hoi An City People's Committee. Mr. Le Van Dung added that if the investor fails to implement the project within the prescribed time, the Hoi An City People's Committee will proceed to revoke the project and consider dividing the land plot for the people.
Proposing to the Chairman of the Provincial People's Committee Le Van Dung, and representatives of Departments, Boards, and Branches, the representative of Ms. Nguyen Thi Keo, residing in Cam Chau Ward, Hoi An City, said Ms. Keo is currently the owner of land plot No. 1547 granted by the Hoi An City People's Committee on January 20, 1995. In May 2018, she submitted a dossier to correct the change. Still, the dossier was returned even though there was a notice of agreement on the adjustment of the change in the reduced area and recognition of urban residential land for an area of 421m2. In April 2021, she continued to submit the dossier but it was still returned. In 2021, Ms. Keo filed a lawsuit, according to the judgment of the People's Court of Quang Nam and the Supreme People's Court in Da Nang, forcing the People's Committee of Hoi An City to accept the dossier and re-determine the residential land for the remaining area of land plot 1547 on map sheet No. 04 of Ms. Keo. However, after many times of settlement, Ms. Keo has not yet been granted a certificate of land use rights for the residential land area according to the provisions of the judgments of the People's Court of Quang Nam and the Supreme People's Court in Da Nang.
